This quest is called 'Mounts Tutorial - The Mark of Ridership', for Adventurers levels 20 to 250.
Description of Mounts Tutorial - The Mark of Ridership:
This is a TUTORIAL. It provides no rewards, but teaches you about Alyria.
Mounts are useful in combat for many classes who have the riding skill, and
especially cavaliers, who must be mounted to wield a lance. Out of combat,
mounts are useful for everyone, as their stamina is consumed instead of
their riders'.

To climb on top of a mount, such as a horse, unicorn or dragon, you may
MOUNT . To climb back off, DISMOUNT.

When an Adventurer says in front of their mount to RUN , their
steed will obey, whisking them across the landscape just as the RUN command
does while unmounted. If your mount starts RUNning while on a road or path,
and your SET MOUNTS-FOLLOW-PATHS is ON, your mount will follow the that
road. However, if you and your mount are running through the wilderness and
come across a road, your mount will choose the easier path and start to
follow the road.

Mounts can sometimes be found in the wilds, but more reliably towns via
WHERE IS MOUNTS.

Phase 1: Make your way to the New Rigel Stables- following the directions on WHERE IS MOUNTS.
