NPC: A hyperactive halfling
Long Desc: A hyperactive halfling bounces here steadily.

A diminutive halfling bounces before you.  It is hard to discern if it is
male or female, due to its clothing.  In all appearance it is a male but,
due to the fact it is wearing a blue, satin dress and has make-up covering
its face, gives the impression otherwise.  
It is a hobbit approximately 3'5" tall.
