Long Desc: A cloaked sahuagin is casting psionic spells at citizens here.

Vicious and aggressive, the sahuagins are a common invader in the Sigil
Underground.  They are known to have the ability to develop strong psionic
powers, as this one clearly has.  It is attacking the city with its mind,
inflicting damage on people and objects with its invisible magic powers.
It is a sahuagin approximately 5'5" tall.
