NPC: A sonic toad
Long Desc: A lumpy little toad is constantly screeching here.

This toad's sonic barrage is only interrupted when it feels the need to hop
to a different location.  It is loud and incredibly obnoxious, and the
presence of these toads makes adventuring outside of Cogworks City and
extremely unpleasant experience.
It is a frog approximately 1'7" tall.
