This quest [3209] is called 'Hot Air Balloon Tutorial - The Mark of Balloons',

This is a TUTORIAL. It provides no rewards, but teaches you about Alyria.
Airships are a relatively new innovation, and while they are safter and
faster than most alternative forms of travel, they're too new and still too
expensive to provide many routes. Currently, they connect Lowangen to New
Rigel and Tellerium, but not the two to each other. Frequently passengers
comment wistfully about a larger set of routes, frequently. For now, there
are only the two routes and two balloons- and the less said about the
unmoored Inconvenience, the better.

Hot Air Balloon Tutorial - The Mark of Balloons consists of:
Phase 1: From Tellerium's recall point, head north out of the Operating Room.
Phase 2: Leave Tellerium Hospital out the west entrance, onto Draper Drive.
Phase 3: Head all the way south, until you hit Gulf Street.
Phase 4: The hot air balloon platform is just right around corner to the east.
Phase 5: Board the platform carefully- it's tall and wooden, an unreliable combination.
Phase 6: When you're ready to leave, buy a ticket for passage to Lowangen.
Phase 7: The gondola is small and uncovered, but at least the journey is short.
Phase 8: Enjoy the view while you can- you've almost landed.
Phase 9: The airship will land on Lowangen's hot air balloon platform, which has the same familiar design as Tellerium's, and New Rigel's.
Phase 10: Gerry is the pilot who will take you to New Rigel, and you can buy a ticket without leaving the platform.
Phase 11: Hold on tight, you know where this is going.
Phase 12: Once you've landed at the platform in New Rigel, say hello to Gerry, the pilot who can take you back to Lowangen. If you are on quest #3213, proceed to the palace to view Lord Vashir's tiger's eye gemstone.
